The UAE Golden Visa for entrepreneurs is decided on the project, not on the founder's salary. That single fact reorders the whole file. The UAE Government portal lists three things against the Entrepreneurs category: proof of an innovative or technical project, documents proving the project value, and a letter from a business incubator or a relevant authority in the emirate.1 The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) puts a figure on the second of those, requiring a letter from an accredited auditor confirming the project value is at least AED 500,000.2
The visa itself is a long-term, renewable residence visa issued for either 5 or 10 years.3 Which of the two an entrepreneur receives is the one point where the official sources do not currently agree, and that disagreement is worth understanding before you plan a relocation around a number.
What follows is the eligibility test, the evidence ICP asks for, the published fees and timeline, how the entrepreneur route sits next to the property investor route, and the parts that are still open.
Who is eligible for the UAE Golden Visa as an entrepreneur?
Eligibility turns on the project you are bringing, not on the fact that you own a company. The Entrepreneurs category is described on the UAE Government portal by the evidence it demands: an innovative or technical project, documents proving that project's value, and a letter from a business incubator or a relevant authority in the emirate.1
Read that list as a set of conditions rather than a formality. Nothing in it is satisfied by incorporation alone. The project has to be characterised as innovative or technical, its value has to be documented, and a recognised body in the emirate has to be willing to write the letter. An applicant who meets two of the three does not have a partial file, they have an incomplete one.
The legal frame explains why the criteria live where they do. Federal Decree-Law No. 29 of 2021 governs the entry and residence of foreigners.4 Article (8) leaves the types of residence permits, the controls and conditions for issuing them, their durations, their renewal and their cancellation to the Executive Regulation rather than fixing them in the Decree-Law.5 Article (3) makes ICP the sole authority competent to implement the law.6 So the conditions you are being assessed against are set in implementing regulation and administrative practice, published by the authority, and they move without the primary law changing. What are the UAE Golden Visa requirements for an entrepreneur file?
Three documents carry the application, and each one is doing a different job.
The auditor's letter. ICP requires a letter from an accredited auditor confirming the project value is at least AED 500,000.2 The word doing the work is project. This is a certified valuation of the venture, not a statement of personal wealth, and an accredited auditor is the only party whose signature answers it.
The project-value documents. The government portal asks for documents proving project value alongside the proof that the project is innovative or technical.1 The auditor certifies, these substantiate.
The incubator or authority letter. A letter from a business incubator or a relevant authority in the emirate.1 This is the piece founders most often leave until last, and it is the one that depends on a third party's timeline rather than on yours.
Assembling this is where the real elapsed time sits. The published service duration measures what happens after a complete file arrives, not the weeks spent getting an auditor and an incubator to produce documents that agree with each other. Where the venture's structure itself is still being settled, the corporate structuring and business setup work comes first in sequence, because the entity described in the auditor's letter has to be the entity you actually hold.

Here the two official sources say different things, and pretending otherwise would not help you.
The Golden visa is a long-term, renewable residence visa issued for either 5 or 10 years.3 On the eligibility table published on the UAE Government portal, the Entrepreneurs category is listed with a residency duration of 5 years.7 ICP, on its own entrepreneur service page, describes the service as issuing a visa for entrepreneurs to complete the procedures for obtaining the Golden Residency for a period of 10 years.8
Both are official. Both are current. They are not describing an obvious error so much as the consequence of Article (8): durations sit in the Executive Regulation and in the practice of the issuing authority, not in the Decree-Law.5 A summary table and a service page can therefore diverge without either one being outdated in the ordinary sense.
What that means practically is narrow and useful. Do not build a tax position, a school enrolment or a family relocation on the 10-year figure until ICP has confirmed it for your file, and ICP is the authority whose confirmation counts.6 Plan on the shorter horizon, and treat the longer one as an outcome to verify rather than an assumption to rely on.

Confirm the file belongs in the Entrepreneurs category rather than the investor or talent categories, because the category determines the evidence.

ICP issues the visa through which the Golden Residency procedures are then completed.
On cost, ICP publishes three fees for the entrepreneur residence visa service: application, issuance and smart services, at AED 100 each.9 That list prices the ICP service. It does not price a relocation, and it is not a total cost of residency.
On time, ICP states a service completion duration of 2 days.10 Read it for what it is, a service-level figure for the step ICP controls. The auditor's letter and the incubator letter are upstream of it, and they answer to other people's calendars.
Entrepreneur route or property investor route?
Founders in Dubai routinely qualify, or nearly qualify, under both. The two routes are tested on completely different evidence, and the published figures differ across the authorities involved.

A third framing sits alongside these. The UAE Government portal's Investors row describes a minimum capital of AED 2 million, or property ownership or contribution to an establishment paying at least AED 250,000 annually in taxes, and splits the duration by what is invested: 10 years for public investments, 5 years for real estate investments.13
The practical read is that the property route buys certainty of duration at a much higher capital threshold, while the entrepreneur route asks for a fraction of the capital and more from your evidence. Which is cheaper depends on what you already hold. Choosing between them is what the Golden Visa process in the UAE is mostly about before a single form is submitted.
What the Golden Visa gives you once it is issued
Three things matter to a founder who travels.
It is renewable. The UAE Government portal describes the Golden visa as a long-term, renewable residence visa, so continuity depends on renewal rather than on permanence.3
It relaxes the absence rule. Golden visa holders are able to stay outside the UAE for longer than the usual period of six months that would otherwise void a residence visa.14 For anyone running a business across two or three markets, that is often the operative benefit rather than the headline duration.
It carries the family. Holders can sponsor family members, including spouses and children, without a national sponsor.14
The mistakes that cost entrepreneurs a cycle
None of these are exotic. Each is avoidable with planning, and each one costs a resubmission rather than a note in the file.
- Reading AED 500,000 as a bank balance. ICP asks an accredited auditor to certify the value of the project.2 A personal statement of funds does not answer that request.
- Planning around 10 years before it is confirmed. The u.ae table says 5 for entrepreneurs, the ICP service page says 10.78 Commitments made on the longer figure are the expensive version of this mistake.
- Leaving the incubator or authority letter until last. It is a required document, and it is the one you do not control.1
- Treating the published fees as the cost. ICP prices its own service at three fees of AED 100.9 That is the service, not the relocation.
- Reading the 2-day service duration as the project timeline. It is the duration ICP states for completing the service.10 Document assembly happens before the clock it describes starts.
